[Ncep.list.nems.announce] Impending NEMS commit

Hi all,

Friday at 5 PM Eastern, I will commit some long-awaited mediator changes
needed by the app formerly known as UGCS-Seasonal, now GSM-MOM5-CICE5.
This commit has been tested with all supported apps on all platforms they
support, and all tests passed.  After this commit, the GSM-MOM5-CICE5 will
be a supported app; all NEMS trunk changes must be tested against it before
committing.

Changes:

- Update to module_MEDIATOR.F90 to include the mediator restart interval fix

- Correction of flux signs

- An added option to compute atm/ocn fluxes in the ATM component instead of
the mediator.

- Fix a logic error in the NEMSCompsetRun that confused it when copying
directory trees via the <=copyfrom= filter.

All changes are from Patrick Tripp except the last one.  The NEMS branch is
