[Ncep.list.nems.announce] NEMSfv3gfs works on upgraded Theia

NEMS developers,

As you may know, the Theia cluster is about to undergo a major upgrade.
Raghu Reddy has successfully run the NEMSfv3gfs app on the Theia test
system, Selene.  There are no changes required from us to run on the
upgraded Theia.
