[Ncep.list.nems.announce] impending commit to NEMS, NEMSGSM, NEMSfv3gfs

Friendly NEMS developers,

There is an impending commit to the NEMS trunk, and a corresponding update
to the NEMS external of NEMSGSM and NEMSFv3gfs.  The changes are all low
impact, and are listed below.  This will be committed Wednesday, April 5
between 10 AM and noon Eastern time.

Commit time: Wednesday, April 5, between 10 AM and noon Eastern time.

Changes:
1. Removal of three debug statements that cause vast amounts of output.
(Thanks to Jim Abeles for noticing them).

2. Point to a later version of Rocoto that has a workaround for common
errors in bashrc files.

3. [NEMSfv3gfs only] - all compset jobs on WCOSS Cray moved to the debug
queue, including compilation.  This is to work around recent issues in the
shared queues wherein all jobs wait 12-24 hours, even in high-priority
shared queues.

4. Point NEMS/tests/produtil external to top of produtil.
