[Ncep.list.nems.announce] upcoming nems trunk commit

Dear all,

There is a gsm related NEMS code change ready to commit to trunk.

NEMS ticket is ticket 191: remove hardcoded lib path in gsm configure files

Related changes are:

1)The nemsio lib used in current nems gsm code is installed as version
2.2.3 on theia, wcoss and Cray under nceplibs, the nemsio module files are
created under nceplibs/modulefiles on those machines.

2)The fast byteswap bacio lib bacio_v2.0.2 and module files are available
on wcoss and Cray. The bacio v2.0.2 lib and module file are installed on
theia.

3)There is currently no post tag (corresponding to current post lib
directory in NEMS) available for post lib. And POST lib is not used in
current NEMS gsm regression test run nor the GFS implementation. The POST
lib directory is currently comment out.

4) gsm module files are updated to load modules either from nwprod or from
nceplibs.

5) gsm compile configure files are updated to use the library variables
defined in the modules.
The code passed regression test on theia and wcoss.
