[Ncep.list.nems.announce] Intention to commit to trunk: rename apps in NEMSLegacy

Hi all,

Two commits ago, I added some appBuilder files at the NEMSLegacy level.
I'm going to rename those files so that GSM will be the default app chosen
when NEMSAppBuilder is run in gui mode.  (It uses a caseless lexical
sorting.)  This change is to reduce confusion among GSM developers that are
accidentally selecting the doNotUse app (old nemsLegacy) since it is the
default.  I will commit this Friday morning between 11-12 AM Eastern time
unless someone has a more urgent commit.

Renaming:
GOCART.appBuilder => GSM-GOCART.appBuilder
doNotUse.appBuilder => wrong.appBuilder

The NEMSAppBuilder lexical sorting will then put GSM.appBuilder at the top
of the list.  The NEMS/tests directory is updated accordingly.

The new code/scripts are here.  I'm running the tests now:
