[Ncep.list.nems.announce] NEMS, NEMSLegacy and nmmb commits

Hi All,

  I will be making updates to NEMS, NEMSLegacy and nmmb trunks. Changes 
are (mostly) related to making standalone nmmb model. NMMB specific 
physics modules have been moved from src/atmos/phys to the src/atmos/nmm 
directory. All physics modules are now located in a subdirectory 
nmm/nmmbphys (as we discussed on last UMIG meeting) and can be easily 
included in future physics project as external link.

Code passed full regression tests on both machines and my working copies 
are:

/meso/save/Dusan.Jovic/nmmb/nems_legacy
/scratch4/NCEPDEV/meso/save/Dusan.Jovic/nmmb/nems_legacy

I plan to make commit tomorrow.
