[Ncep.list.nems.announce] Trunk commit - NEMS Trac ticket #146

Developers,

Changes to NEMS relating to the merge of the NUOPC GSM branch back into 
the GSM trunk. Full NEMS regression tests passed on Gyre. Full 
regression tests passed on Theia except for the GOCART flxf tests. The 
flxf comparison for the Theia gocart test will be disabled while the 
problem is debugged.

The changes are mostly related to coupled fields.

The NEW branch consisting of the merges to be made to the trunk is

After the GSM changes are committed to the GSM trunk, I will update the 
svn:externals for gsm and commit to the NEMS trunk. Hopefully I will 
commit tomorrow (January 21) after the prod switch.
