[Ncep.list.nems.announce] GSM code manager change

Good day all,

Today's commit to the GSM trunk will be my last as GSM code manager.
Starting next week Jun Wang will be the new GSM code manager. As she
transitions into this role please give her the wonderful support you have
given to me.

Over the next few weeks I will support Jun as she takes on this role but
going forward please now do the following:

   - GSM trunk commit questions should be sent to Jun
   - GSM Trac tickets should be reassigned to Jun following successful
   regression tests and final review

If you have any questions about this change feel free to email Jun and
myself. Thank you all and have a great weekend!
