[Ncep.list.nems.announce] NMMBTestBed is ready for consumption

Hello all,

The new NMMBTestBed app, the NMMB replacement for NEMSLegacy, is ready for
use.  It is here:

https://svnemc.ncep.noaa.gov/projects/nems/apps/NMMBTestBed/trunk

Note that the "oldtests" directory, and many other files, are moved to the
app level.  Everything that has to be versioned by the app is at the app
level.
