[Ncep.list.nems.announce] Upcoming GSM Trunk Commit - Ticket 115: fix zhour after digital filter in restart run

Dear all,

There is an upcoming commit to the GSM trunk involving ticket #115: fix
zhour after digital filter in restart run (See Trac ticket #115
<https://svnemc.ncep.noaa.gov/trac/gsm/ticket/115>)

Changes can be viewed in the following Subversion branch:

The changes will be committed today between 3-4PM Today, Dec 19. You are
encouraged to review the code before it is committed.
