[Ncep.list.nems.announce] NEMS Ticket #124: NAM v4 Upgrade (Urgent Commit)

Hi all,

we are planing on committing changes described in ticket #124
<https://svnemc.ncep.noaa.gov/trac/nems/ticket/124>
Since NEMS freeze is starting this Monday, and NAM freeze coming soon, 
we have to make this commit before restructuring of the NEMS project.

These changes will change NMMB results. No impact will be on GFS.

There is one GSM commit in the process, and if all goes OK with that 
commit, we'll update those changes and go on with testing and commit 
even if it falls on coming weekend.

  Current branch changes are being merged to the trunk and as soon as
  possible will be committed to the repository before NEMS restructuring and
  freeze.
  New results will be created.
