[Ncep.list.nems.announce] NEMS commit

 Dear NEMS Developers,

 I'm ready to commit to the NEMS trunk. All of the changes are in NMMB and
there are no changes in the baseline results. Full set of regression tests
passed on both systems. Here is the summary of all changes:

1) use ESMF7 on Theia (to support nuopc coupling)
2) add 4 new state variables to the export state (GLAT, GLON, VLAT, VLON)
3) many attributes in the nmmb domain gridded component were assignes the
default value, which is needed when the domain gridded component is used
directly from the nuopc layer (nmmb cap) bypassing nmmb gridded component.
4) INTERNAL_DATA_TO_DOMAIN subroutine (in module_NESTING.F90) is changed to
add all fields from solver export state to domain export state.
