[Ncep.list.nems.announce] Upcoming GSM Trunk Commit - Ticket 70: Work to put the NEMS gfs regression tests on the Theia machine

Hello,

Dusan is correct: please report (if  issue is related to NCEPLIBS) with
trac tickets. All is possible, however even before we announced
availability of "nwprod" NCEPLIBS builds on Theia, on Aug 5th, Moorthi
reported successful runs of T1534  of NEMS/GSM based on our builds @
/scratch3/NCEPDEV/nwprod/lib

Therefore, it's encouraged to try link against this location.
