[Ncep.list.nems.announce] pre-commit announcement: Ticket# 137-- nest tracking algorithm in NMMB for hurricane simulations

Dear NEMS developers

We are ready to commit changes to NMMB trunk.   Please review the new 
code and let us know any issues. If there is no objection, we would like 
to commit it  tomorrow afternoon.

The work is related to NEMS track ticket # 137 --- update nest tracking 
algorithm in NMMB for hurricane simulations by Sam and Tom. We also 
updated hurricane PBL and GFDL surface layer codes (to match those in 
the latest HWRF version).

All regression test runs for NMMB  were successful on WCOSS and THEIA 
machines.    All GFS failures in our regression tests are identical to 
the failures with the current trunk code.   The GFS regression test 
failures on each machine seen in RegressionTests_wcoss.log and 
RegressionTests_theia.log are the same as occur with the current trunk code.
