[Ncep.list.nems.announce] NEMS/NMM-B update

Developers,

Ratko mentioned my update.  It is associated with Trac ticket #125: 
https://svnemc.ncep.noaa.gov/trac/nems/ticket/125 .

The primary change involves cleaning and updating the NMM-B's timers 
from Jim Abeles.  In addition some stray debugging prints are removed.  
A small change was made in generating MPI tags in moving nests.

These changes only affect the NMM-B.  The code can be seen on gyre in:

/gpfs/gd1/emc/meso/noscrub/Tom.Black/trunk_nems_update
