[Ncep.list.nems.announce] NEMSIO read-in function for GSM SLG model will commit to the trunks.

Hi, All,

I add the NEMSIO read-in feature to the NEMS GFS Semi-Lagrangian model 
and ready to commit.  It add a new regression test on the wcoss machine 
for this feature.  It passed the full regression tests on the wcoss 
machine and will run the full test when Zeus machine is available.
