[Ncep.list.nems.announce] Trunk commit for NMM-B

Developers,

I am ready to commit an update to the NEMS trunk associated with NEMS 
Trac ticket #130.  Changes affect only the NMM-B.  Nest motion has been 
modified to use the same paradigm as HWRF.  Now only innermost moving 
nests call the storm location routine.  Outer moving nests watch their 
inner nests and then shift when the separation distance between the 
outer and inner domain centers exceeds a value specified in the outer 
nest's configure file.

In addition tests/detect_machine.sh is modified to allow regtests to run 
on wcoss phase2.

The standard set of regression tests along with all NMM-B nest tests 
pass on wcoss and zeus.  Nest answers have changed.  The code can be 
seen at:

I will plan to commit tomorrow if there are no issues.
