[Ncep.list.nems.announce] NEMS trunk commit

Developers,

I have another much smaller set of changes ready for the trunk that is 
described in NEMS Trac ticket #116.  The changes affect only the NMM-B 
and are related to: (1) Moving nests; (2) Reading radar-derived T 
tendencies from the GSI in restart files.

The standard regression test suite passes on both machines along with 
all nest tests.  Regression test answers are unchanged.  I plan to 
commit on Monday or Tuesday morning.
