[Ncep.list.nems.announce] NEMS trunk commit ticket #111

Developers,

I am ready to commit a variety of updates to the NMM-B.  They are 
summarized in NEMS Trac ticket #111.

New regression test answers have been generated and the full suite of 
tests has passed on both gyre and zeus.  The code is:

gyre:  /gpfs/gd1/emc/meso/noscrub/Tom.Black/trunk_update
zeus: /scratch2/portfolios/NCEPDEV/meso/noscrub/Tom.Black/trunk_update

Only the NMM-B is affected by these changes.  I will plan to commit on 
Monday if there are no issues.
