[Ncep.list.nems.announce] NEMS update

Hello all,

there is one NEMS update ready for commit.
NEMS trac ticket #120 <https://svnemc.ncep.noaa.gov/trac/nems/ticket/120>

If no complains, I plan on committing Friday morning.

Few changes ready for commit:
-new regression test, testing hurricane physics
-one change in Thompson microphysics scheme
-some enhancements on regression test package.

Answers changed only for Thompson physics, plus one new test results 
package.

Full regression test passed on both WCOSS and Zeus.
