[Ncep.list.nems.announce] NEMS trunk commit

Hello,

  I'd like to make a trunk commit with few changes required to make use 
of esmf version 6.3.0rp1 on zeus. The version 6.3.0r (currently used) 
will be removed soon. In addition to this change I'll also update one 
configure file used by GNU/gfortran compiler on Linux.

  Results are not changed.
