[Ncep.list.nems.announce] NEMS trunk commit - NMM-B 2way exchange

The NMM-B's 2-way exchange between nests and their parents has been 
modified to handle 4-D variables in addition to 2-D and 3-D variables.  
Two small unrelated fixes in the NMM-B will also be included.  See NEMS 
Trac ticket #88.

Regression test answers are not changed.  I will plan to commit tomorrow 
if there are no problems.
