[Ncep.list.nems.announce] NEMS NMMB changes

Hi all,

I'm ready to commit my changes to the trunk.

I'll make commit after today's Henry's update (and of course after I run 
all tests again after I update my code).

Changes are related to Hsin-Mu's preparetion of the RRTM drivers for 
transition from RRTM2 to RRTM3.

All tests passed on both machines.
