[Ncep.list.nems.announce] Regression test for NEMS failed on Zeus

Raghu,

Thanks for checking.

We found out the reason now. Moorthi updated some fix files (such as 
CO2) for GFS in his own directory on Zeus during the weekend, those 
files are also used for the regression test, but he was not aware of. 
That is why any new regression test for GFS is different from the baseline.
