[Ncep.list.nems.announce] NEMS trunk commit

I am going to make a commit to the NEMS trunk. Please see the 
description of changes in ticket #83

  The code passed full regression test on Zeus and I'm running the full 
test on wcoss right now. I expect it to pass. No changes to the baseline 
results.
