[Ncep.list.nems.announce] Planned NEMS and GSM code update

Dear All,

After Tom's code update, I'd like to commit a minor code update in NEMS and
GSM (NEMS ticket #77 and GSM ticket #34).      The code change is to remove
iaer_mdl from phys's namelist.  This parameter is the control flag for the
aerosol scheme (0=opac, 1=gocart).   It is now determined from iaer
(another namelist variable), rather than passed in as an additional
namelist variable.

No impact on the regression test package.
No impact on GFS and NMMB model results.
