[Ncep.list.nems.announce] Trunk commit

I have some changes I would like to commit to the trunk.  These changes 
are related only to the NMM-B nests, are listed in NEMS Trac ticket #81, 
and have no effect on the GSM or FIM.  Changes include elimination of a 
memory growth problem in 2-way moving nests plus adding a new regression 
test for bit reproducible restarts of 2-way moving nests.  The full 
suite of regression tests has passed on gyre and zeus.  The new code can 
be found at:
