[Ncep.list.nems.announce] Planned NEMS trunk commit

Hi All,

I would like to commit a small change to the NEMS trunk to fix the 
current issue with the GFS_GOCART_NEMSIO regression test crashing on 
Zeus. The fix is to remove the bottom 5 lines in file src/makefile that 
were added in the previous commit. I tested and all regression tests run 
and pass for me on Zeus with that change. Please let me know if I have 
the green light to make that "emergency" commit. Thanks,

P.S. This is not the merge of branches/NUOPC to the trunk I wrote 
earlier about. I still want to make that trunk commit asap, after the 
above issue is dealt with.
