[Ncep.list.nems.announce] NEMS trunk update

Hello all,

since John M. postponed his commit, I'm going forward with committing 
ticket #98 <https://svnemc.ncep.noaa.gov/trac/nems/ticket/98>.

I'm going to update code to the current trunk and run tests, as soon as 
tests pass, I'll commit.
No change in results are expected.

This is related to RRTM3 unification (Hsin-Mu Lin's and Yu-Tai's work)
