[Ncep.list.nems.announce] WCOSS GFS regression test

GFS developers,

I was running on Gyre regression tests and test named:
"GFS,16 total proc (tasks), 2 thread, quilt,2x2 wrt pe, HYB 2loop 
digital filter on reduced grid"
was asking twice as much resources than one node has.

Excerpt from job card:
#BSUB -n 16
#BSUB -R span[ptile=16]
#BSUB -R affinity[core(2)]
export OMP_NUM_THREADS=2

When ptile is set to =8, it worked OK.

In test "GFS,16 total proc (tasks), 2 thread, quilt,2x2 wrt pe, HYB 
2loop digital filter on reduced grid"
variable TPN should be exported to 8.

Can anyone put this in next commit?
