Please do not commit your changes yet.  I am putting in the RRTM performance
optimizations and am next in line (Ratko has deferred).  I apologize for not
letting you and the rest of the list know.  Please forgive my inexperience

Hi, All,

I am going to commit to the NEMS trunk for updating all NMMB and GFS 
regression tests to use the ESMF 6.3.0r library on wcoss machine.  I 
checked the results between using the ESMF 6.3.0r and ESMF 5.2.0rp2 for 
all NMMB and GFS runs and find they are identical, except the 
"NMMB_rrtm_nests" case which runs well with the ESMF 6.3.0r but failed 
with the ESMF 5.2.0rp2 library.  I will update my work version with 
Tom's and Ratko's NEMS trunk updated versions, run full regression tests 
and then, commit it.
