[Ncep.list.nems.announce] NEMS update

Hi all,

after John M. and Xingren's commits, I plan on updating NEMS/NMMB trunk.

Zavisa found one unnecessary 3D variable in restart (RTOP=RT/p). This 
variable is calculated in beginning of every dynamical timestep, so no 
need in saving it for restart.

Shun noticed some inconsistency in restart ctl files for GRADS. It's 
fixed now.

Shun and Matt's change involved adding the effects of convective 
precipitation (bogusing) when calculating the maximum hourly 1-km AGL 
reflectivities.

This commit will not change forecast results, but history/restart files 
will not be bit-identical and will be updated after commit.
