[Ncep.list.nems.announce] Upcoming GSM Trunk Commit - Ticket 29: Adding GFS Semi-Lagrangian code into GSM

The problem with the upcoming commit has been resolved and I will proceed
with the commit at it's previously scheduled time of 1pm (25 mins from
now). I will send out the usual email once the commit is done.
