[Ncep.list.nems.announce] Trunk commit

Hi, all,

I am going to commit my changes that add the Semi-Lagrangian GFS into 
NEMS.  The test result shows that it is identical to the corresponding 
GFS run.  This step only run on wcoss and will work to test its run on 
zeus.  This version passes both wcoss and zeus machines full regression 
tests.  The branch is at :

https://svnemc.ncep.noaa.gov/projects/gsm/branches/weiyu/slg_update

and the work directory is at gyre at:

/gpfs/gd1/emc/nems/save/Weiyu.Yang/svn_nems_trunk/slg_update_check

If no problem, I am going to commit it tomorrow afternoon after the GSM trunk update.
