[Ncep.list.nems.announce] Trunk commit

After Weiyu's commit I would like to commit a small logic fix to the 
trunk for moving nests in the NMM-B (NEMS Trac ticket #69).  It 
addresses two special/related situations I hadn't fully accounted for.  
Regtest answers will change for NMM-B moving nests.  There is no effect 
on the GSM or FIM.  The code can be seen at:
