[Ncep.list.nems.announce] NEMS trunk merge

Hi,

I will merge my branch (dusan/configure_file_cleanup) with the trunk. In 
this commit we are removing some unused variables from nmmb configure 
files (see the branch log files for details). I also added configuration 
file for the PGI compiler. Code passed full regression test on Zeus, and 
the full test is running on wcoss. No changes in any output files.
