[Ncep.list.nems.announce] nems trunk commit

Hi, I'd like to make a commit to the nems trunk. Most of the changes fix 
some portability issues when gnu compilers (gfortran) are used to 
compile NMMB, like specifying correct intent attributes (or not 
attributes at all), or removing non-standard timing function calls. Also 
make configuration files for Linux systems were updated. Configuration 
file for Yellowstone is added.

My working copies are :

Code passed standard regression test on both machines. Results are not 
changed.
