[Ncep.list.nems.announce] Merging NUOPC two-way coupling work onto the GSM and NEMS trunk.

I just wanted to be sure so as to plan accordingly!

Since Weiyu wants to postpone, you can do first, i.e., as you planned; I 
will check with Weiyu if he wants to do before or after mine.
