[Ncep.list.nems.announce] Planned commit to NEMS trunk: (step 3 under NEMS ticket #41)

As per Ratko's instruction, I went ahead and committed my changes to the 
trunk before Moorthi. The changes went in under revision 31797. NEMS 
ticket #41 has been updated accordingly.
