[Ncep.list.nems.announce] NEMS update

Hello all,

New update is ready for commit.

1) In Thompson's scheme two lookup tables are precalculated and saved in 
a files. If left in the model it takes about 10 minutes to calculate and 
takes too much of CPU time. (module_mp_thompson.F90)

2) Some printouts commented out in radiation_aerosols_nmmb.f and 
radiation_astronomy_nmmb.f

3) Restart enabled for Zavisa's land surface model LISS 
(module_SOLVER_INTERNAL_STATE.F90, module_SOLVER_GRID_COMP.F90, 
module_GET_CONFIG.F90, module_TURBULENCE.F90 and module_LS_LISS.F90)

4) Brad's bug fix in module_MP_ETANEW.F90 and module_MP_FER_HIRES.F90 
(no impact on results, just prevent from producing NaNs)

Both machines passed full tests, no changes in results.
