[Ncep.list.nems.announce] remove 'About..' directory from gocart (Ticket #50).

Hi,

I plan to commit a change today to delete the 'About..' directory in
src/chem/gocart/src/GMAO_Shared/GMAO_mpeu directory.

The 'About..' directory contains a text file with the info on 'm_mpout'.
It is not needed and not used, but is causing some issue for John
Michalakes to check out the code.

The NEMS ticket #50 has been created.
