[Ncep.list.nems.announce] NEMS/NMM-B update

Last year the regression tests involving NMM-B moving nests were turned 
off due to a potential randomness that I had inadvertently built into 
the code in order to make it run as fast as possible. One of those 
regression tests was to check the use of generational task assignments 
in moving nests.  The randomness was removed and the use of generational 
task assignments has now been updated and is ready to be committed to 
the trunk along with turning its regression test back on.  These updates 
are required for work on the NMM-B's two-way nesting to move ahead.

Only the NMM-B nests are affected by these changes and the only 
regression test answers that have changed are those for moving nests.  
Static 1-way nests are not affected.

There is a 1-line change in Noahlsm that is identical to one made a 
couple months ago in the WRF repository code.  It was approved by the 
land surface group and does not affect answers.

I plan to commit these updates before the end of the day on Monday.
