[Ncep.list.nems.announce] planned GOCART code changes for NEMS trunk

Dear All,

NEMS trunk is updated with R28426 (NEMS trac ticket #34).

Code changes are related to GOCART and post_quilting option.   No impact on
GFS, NMMB, and regression test.
