[Ncep.list.nems.announce] Trunk update

Henry;

I am asking Ratko to make a WAM directory in REGRESSION_TEST_baselines,
that will solve the problem when you run RT.sh gfs.

But as Ratko pointed out, RT.sh gfs will create gfs baseline, it is not
running gfs regression test.
