[Ncep.list.nems.announce] Trunk update

Tom,

Thanks. I found I did "RT.sh gfs" which I tried to make sure gfs is ok
before I add my changes into the working copy of nems trunk, but it fails.
May be it is related to the new update as well. I will try only "RT.sh" to
see.
