[Ncep.list.nems.announce] Trunk update

Henry,

I had only one problem with the full set of regression tests and it was 
in the NMM-B.  The commit of the new solver_state.txt file last week 
changed a variable description which changed the two timeseries output 
files causing that test to fail initially.  You should have seen a 
failure in that test too.  Accounting for that one test, then executing 
'RT.sh full test' on all three systems led to all tests passing.  The 
only changes I made in the regtests were adding the new 2-way test for 
the NMM-B plus fixing those two timeseries for the NMM-B.  I made no 
changes in anything else that I'm aware of.  I don't understand why we 
are each seeing something different.
