[Ncep.list.nems.announce] Trunk update

Tom,

I have ticket #37 with RT passed in ccs, but I have problem for RT in zeus
and wcoss even with current trunk version. Maybe I did a wrong way. I check
out current version of nems then do RT.sh and failed. It seems to me it
failed in gfs WAM. I will check with Jun. Just want to know whether I did
something know or did you find something in zeus and wcoss for RT and you
made improvement to get RT running.
Otherwise, I am ready to commit #37, can be after you.
