[Ncep.list.nems.announce] NEMS NUOPC integration

Hi,

I have been working on the NUOPC integration into NEMS. The proposed 
changes are mostly concerned with integrating testing for the NUOPC 
option in NEMS into the NEMS regression testing. A new 2 arg test option 
is introduced into the system "./RT.sh nuopc test". At the same time the 
code for the NUOPC option was made to work correctly with the NUOPC 
Layer reference release ESMF v6.2.0.

A sandbox with all modifications ready for commit is available for 
review on Zeus:

/home/Gerhard.Theurich/NEMS.trunk28991-proposedCommit

I ran regression testing for "./RT.sh nuopc test" and "./RT.sh" on Zeus 
and everything is passing.

Unless I hear otherwise I am planning to commit tomorrow (06/10/13)
