[Ncep.list.nems.announce] NEMS commit

Dear all;

I am going to commit some changes to NEMS tomorrow. These changes are to
fix the problem that  WAM T62 run gets different results with different
ngptc and to fix some error message in gfs restart run. All the changes are
at gsm side, so after after Kate commits the changes, I will reset the gsm
link to the latest gsm trunk in NEMS.

WAM regression test results are changed. There is no impact on other gfs
and nmmb run.
