[Ncep.list.ms3info] Ms3info list has been replaced

Since we shut down the majordomo server in SS yesterday, the existing mail
list ms3info is no longer supported.  The replacement list is:

ncep.list.ms3info at lstsrv.ncep.noaa.gov

Please update your records if needed.
